Building sustainable and resilience index for assessing freight transport

Freight transport (FT) plays an important role in ensuring the economic growth of countries. However, the sustainability of this sector has been disrupted in the last years, especially after the COVID-19 pandemic, which motivated transport actors to make freight transport more sustainable and adapting rapidly to disruptions. However, few studies have integrated sustainability and resilience to assess FT performance. Moreover, no unified measure of sustainability and resilience was proposed in the literature. To fill these gaps, this research work introduces a new index that integrates sustainability and resilience to assess and monitor FT by considering economic, environmental and social/societal dimensions. Due to data unavailability of FT performance, a fuzzy logic is adopted. The developed approach consists in: (i) attributing importance weights and scores to the indicators based on linguistic scales; (ii) assessing the degree of the sustainability and resilience of the FT and (iii) identifying barriers to the FT sustainability and resilience in order to propose recommendations. It is validated by a real-case study conducted in Sfax, Tunisia. The obtained results show that freight transport in Sfax-city is fairly sustainable and resilient. Furthermore, five selected indicators influence negatively the performance of the whole FT system. They are considered as barriers to sustainability and resilience. This work presents a decision support tool that can help actors (drivers, shippers, planners, residents and regulators) to visualise the gap between the afore-mentioned indicators and the desired objectives and to suggest good practice to improve FT performance. To the best of our knowledge, this study is the first that proposes an index employed to assess the sustainability and resilience of freight transport applying a fuzzy approach.
