<p>Innovation is key to ensuring high-quality economic development through intellectual property rights protection. This article explores the effect of the national intellectual property advantage enterprise policy on green innovation of 283 prefectures in China from 2005 to 2022. To achieve this objective, the paper used a multi-period continuous difference-in-differences model. The results showed that the policy has a promoting effect on urban green innovation. The promotion effect is stronger for enterprises that have passed the triennial review and operate in the tertiary sector. Further analysis showed that the policy promotes urban green innovation through investment agglomeration and intellectual capital input. These results are a step forward to improving the policy of national intellectual property advantage enterprises and promoting urban green innovation. Based on this, it is recommended to accelerate the improvement of the intellectual property management framework, leverage regional linkage governance functions, and promote urban green innovation.</p>
