<p>The study proposes an improved multi-attribute decision-making (MCDM) method to address the site selection problem for garbage disposal plants. Firstly, this study innovatively constructs a comprehensive evaluation attribute system for garbage disposal plant site selection, addressing the inadequate considerations in previous research. The system includes aspects such as construction conditions, economics, environment, society, and risk. Secondly, this study innovatively introduces the Probability Language Term Set (PLTS) into the decision-making process for garbage disposal plant site selection, enhancing the accuracy of decision-making information. Finally, the step-wise weight assessment ratio analysis method (SWARA) was innovatively combined with the preference ranking organization method for enrichment evaluations (PROMETHEE II) to rank the alternatives. This method was applied to the site selection of urban garbage disposal plant in Xi'an, and the results indicated that alternative <i>A</i><sub><i>3</i></sub> is the optimal location for the garbage disposal plant.</p>

摘要
