How does the internet alleviate energy poverty? Evidence from China

The Internet (Int) is critical in addressing the issue of energy poverty (Enpo). This study examines the impact of Int on Enpo from two perspectives: structure (energy structure: Enst) and efficiency (energy efficiency: Enef). Based on the balanced panel data from 30 Chinese provinces (cities) from 2013 to 2021, we empirically investigate Int's impact mechanism, routes of action, and spatial spillover effects on Enpo. The results reveal that the Int and its sub-dimensions can significantly optimize Enst and improve Enef, thereby reducing Enpo. These results remain valid after several robustness tests. At the regional and scale levels, the impact of Int on Enst and Enef varies significantly. Industrial intelligence (Indi) and environmental regulation (Enr) are critical mechanisms through which Int alleviates Enpo, and the impact of Int on Enpo is non-linear due to the influence of Enr. Int exhibits a spatial spillover effect on Enpo, significantly enhancing Enef in nearby areas while having a negative impact on neighboring regions' Enst. This study provides policy recommendations to governments on utilizing Int to alleviate Enpo.
