Study on water resources vulnerability assessment and diagnosis of obstacle factors by using vulnerability scoping diagram and cloud substance-element model-a case study

Based on the connotation of vulnerability, this study evaluated water resources vulnerability of Guiyang and identified its obstacle factors, providing a theory foundation for the scientific enaction of water resources administration and regulation measures in this city. Combined with the conceptual framework of VSD (vulnerability scoping diagram), a comprehensive evaluation indicator system was built, the combined weight way was adopted to determine combined weights, water resources vulnerability in Guiyang from 2013 to 2022 were comprehensively evaluated on the strength of the cloud substance-element model, and obstacle factors that had an impact on water resources vulnerability were diagnosed and analyzed using the obstacle degree model. (1) From 2013 to 2022, the water resources vulnerability of Guiyang showed a decreasing trend, from the moderately vulnerable level to the slightly vulnerable level; (2) The evolutionary trend of vulnerability in each criterion layer was different. The vulnerable level in the exposure degree dimension had a greater continuous influence, the vulnerable level in the sensitivity dimension changed unsteadily, and the vulnerable level in the adaptability dimension showed a significant decline; (3) Reuse rate of industrial water, water supply of groundwater resources, water consumption amount for ecological environment and water resources ownership per capital were primary obstacle factors restricting the descending of water resources vulnerability in Guiyang. To farther cut down the vulnerable level of water resources in Guiyang, it is necessary to coordinate the relation between socioeconomic development and water resources exploitation, lessen the stress of human activities on the water resources system, further strengthen water-saving supervision and management, increase investment in industrial water reuse, and promote the using of rejuvenated water and rainfall resources.
