<p>The rapid growth of cross-border e-commerce (CBEC) has profoundly reshaped the cross-border logistics landscape. Traditional commercial express services, such as UPS and FedEx, are typically associated with high costs, whereas postal parcels often suffer from long delivery times. In contrast, cost-effective special line services supported by CBEC integrated logistics service providers (ILSPs) have gained increasing popularity among CBEC firms. By balancing affordability and efficiency, ILSPs have become a critical component of CBEC logistics. Consequently, ILSP selection has become a key managerial challenge for CBEC enterprises, significantly affecting logistics performance and customer satisfaction. This study develops a comprehensive ILSP evaluation framework in CBEC, consisting of four primary and fifteen secondary indicators, and applies a hybrid ANP–TOPSIS method to assess five representative ILSPs. The results show that: (1) four primary evaluation indicators are ranked in terms of importance as logistics service quality, logistics operation cost, logistics technology level, and enterprise scale; (2) the key secondary evaluation indicators are transportation cost, storage cost, logistics speed, network coverage, and technical level; (3) ILSPs with strong capital bases, extensive industry experience, and diversified service portfolios demonstrate clear competitive advantages and greater capacity to deliver stable and reliable cross-border logistics services; (4) competition among mid-tier ILSPs is sensitive to sellers’ strategic priorities, underscoring the importance of aligning selection criteria with strategic objectives.</p>
