<p>This study investigates the digital transformation of higher education at Constantine 3 University, a shift accelerated by the COVID-19 pandemic. Utilizing the Online Teaching Quality Index (IQEL), we evaluate the effectiveness of various Learning Management Systems (LMS), including Google Classroom and Moodle, in enhancing educational quality. A mixed-methods approach was employed, gathering data from both faculty and students. The findings indicate that while institutional support, accessibility, and technical assistance are robust, significant challenges remain in areas such as student engagement, feedback processes, and the delivery of interactive content. A comprehensive literature review identified critical e-learning indicators, and a correlation matrix was developed to assess relationships among twenty-five learning attributes, highlighting specific areas for targeted improvement. IQEL is based on a weighted aggregation method informed by multi-criteria decision-making principles, combining qualitative importance coefficients and normalized indicator scores to produce an interpretable quality index. The main contribution of this study is the design and application of IQEL as a novel, scalable tool for evaluating and improving the quality of online and hybrid teaching in higher education. This tool provides practical insights for institutions aiming to optimize their digital learning environments.</p>
