Consumer Responses to Vaping Regulation in Canada

This paper analyses the evolution of Canada’s vaping market during the period 2018–2023, using scanner data from Nielsen and survey data from the Canadian Tobacco and Nicotine Surveys. The primary focus is to explore how federal and provincial regulations have incentivized and may have altered behaviours on the demand side and discuss how behavioural responses to these regulations may spill over to the market for combustible cigarettes. The paper also explores the substantial developments on the supply side during the same period. The conclusions serve to inform policy decisions regarding e-cigarettes, especially in the area of taxation.
