Climate obstruction in Switzerland: a historical analysis of avenergy Suisse

In an effort to prevent and weaken climate-related action, the climate change countermovement (CCCM) has mobilized a range of obstruction strategies, from denying climate science to promoting discourses that delay policy intervention. Within this countermovement, trade associations play a central role as coordinating actors among fossil fuel corporations. We conduct a historical and frame analysis of climate obstruction activities between 1990 and 2023 by Avenergy Suisse, the Swiss petroleum trade association. By analyzing 147 publications and 11 websites, we show that Avenergy adopted discourses of delay early on and employed short- and long-term obstruction strategies to position the oil industry as a credible and legitimate actor, while narrowing policy solutions to technological innovation aligned with its interests. These strategies included greenwashing, petro-pedagogy, and efforts to steer technological innovations. These findings underscore the early and persistent deployment of discourses of delay and highlight the multifunctional role of trade associations in obstructing climate action. Finally, we emphasize the value of websites, both as resources for data collection and as objects of analysis in research on environmental obstructionism.
