<p>This study developed a three-stage (Cognitive arousal–Emotional connection–Behavioral reinforcement) growth group intervention model (TsGGM) from a culturally embedded perspective, aiming to systematically address the developmental challenges in prosocial behaviors (PSB) among children in welfare institutions. Employing a quasi-experimental design, the study implemented a 10-week structured intervention for children aged 9–16, monitoring process and outcomes through a dynamic evaluation matrix. Results revealed significant improvements in the experimental group across “Relationality and Altruism” dimensions (<i>p</i> &lt; .05), with the “Trait” dimension showing improvement but failing to reach statistical significance (<i>p</i> = .057). The matrix validated the effectiveness of integrating regional cultural elements from the Jiaodong Peninsula into the intervention program. The model offers a culturally sensitive, operationally feasible, localized pathway for Chinese-specific child welfare services, though its long-term efficacy requires further tracking and verification.</p>
