<p>The ordered weighted averaging (OWA) operator is investigated in the case where the experts’ importances are given by degrees of membership in a fuzzy set. It is shown that the value of the OWA operator forms a type-2 fuzzy set. The membership function of this set is given. It is proved that the type-2 fuzzy set of the OWA operator values can be decomposed by secondary membership grades into a finite set of fuzzy numbers with corresponding degrees of truth. Each of these fuzzy numbers is the OWA operator value for a crisp subset of experts. This set corresponds to a certain cut of the original fuzzy set of experts. An illustrative example is given.</p>
