<p>The sustainable evolution of industrial cluster networks is greatly determined by the effectiveness of governance mechanisms. This study draws on the social network and cluster governance theory to develop a theoretical framework emphasizing the role of multiple actors in fostering network effectiveness. In particular, we focus on the governance mechanisms of key stakeholders and the inter-firm network structure. We find that both local government support and association effectiveness positively affect cluster network effectiveness. We also show that the inter-firm network density/centrality weakens the effect of local government support on cluster network stability. Similarly, such centrality negatively moderates the relationship between local government support and cluster network flexibility. In contrast, the inter-firm network density/centrality strengthens the effect of association effectiveness on cluster network flexibility and stability. The findings have significant implications for the implementation of effective multi-governance mechanisms within the industrial cluster networks.</p>
