<p>Data Envelopment Analysis (DEA) is a well-established method for evaluating the performance of decision-making units (DMUs), particularly in contexts where desirable and undesirable outputs occur simultaneously. This study develops a modified Slacks-Based Measure (SBM) model that incorporates undesirable outputs alongside differentiated development coefficients for both inputs and outputs. The proposed model enables a more accurate and realistic assessment of health system performance, especially under conditions characterized by heterogeneous growth rates. It is applied to data from 22 European and Central Asian countries for the year 2019. The results demonstrate that the proposed approach provides a more precise and practical evaluation of health system efficiency and holds significant potential for use in health system assessments.</p>
