Building landslide risk culture in Romania: the role of geomorphology within a transdisciplinary approach

Landslides are increasingly recognized as a major global hazard, causing significant economic, human, and environmental losses. Their complex evolution and sensitivity to climate variability and change make them prone to interactions with other natural hazards, such as earthquakes and floods, escalating risks within a multi-hazard framework. Effective risk management and mitigation depend on developing a strong risk culture, encompassing shared knowledge, beliefs, and adaptive strategies. This requires continuous evaluation and implementation of proactive and reactive measures through collaborative stakeholder engagement. In this context, geomorphologists play a crucial role, offering spatial and temporal insights into landslide dynamics. In Romania, landslides triggered by hydro-meteorological and seismic factors represent a significant threat. Since joining the EU in 2007, the country has worked to strengthen its disaster risk reduction capacities, with landslides identified as a key national risk in agreement with strategic frameworks like Hyogo Framework for Action (HFA) and Sendai Framework for Disaster Risk Reduction (SFDRR). This study aims to (i) examine the sustainability of risk culture development, (ii) assess local adaptive and coping capacities, shaped by socio-economic and cultural factors, and (iii) analyze how geomorphic expertise is integrated into local risk management. The study highlights the geomorphic involvement in the risk culture building process through scientists and decision-makers, and also the role of social capital as a local resource supporting the adaptive and coping capacities of local communities facing landslides. By bridging geomorphic and human geographic perspectives, this research highlights the role of knowledge transfer, stakeholder collaboration, and trust-building in shaping an effective landslide risk culture
