Framework development in agriculture and rural information strategy planning: a case study of farm-map in South Korea

This study investigates the integration of spatial information systems into agriculture and rural policy planning, focusing on Farm-Map, an electronic mapping system that provides detailed nationwide information on farmland areas and attributes (paddy fields, fields, and orchards). This system supports decision-making by offering detailed farmland data, thereby promoting sustainable rural development and improving regional policy efficiency. Herein, we highlight key components for improving agricultural data management and strategies for integrating these systems into policy frameworks. Current agricultural and rural information systems lack the detail and spatial consistency required for effective farmer support and policymaking. Farm-Map addresses this by laying the foundation for smart agricultural policies and better policy implementation at the individual lot level via a multidimensional Farm-Map data model. This model separates farmland information from usage status and incorporates elements such as farmland, agricultural production facilities, and infrastructure. A key advancement distinguishing parcel areas (including cultivated and non-cultivated land, and infrastructure) from cultivated areas, with agricultural production facilities and ginseng defined as separate layers. Farm-Map integrates update operators, internal users, and external agencies through the Agricultural and Food Farm-Map system. Internal users oversee data management and monitoring, while operators utilize AI-based tools for data updates and inspection. The updated data is converted into a service database for external agencies, with feedback incorporated into the update management system for continuous improvement. This study introduces a To-Be model for developing an agricultural and rural information strategy, focusing on the interactions among operators, internal users, and external agencies.
