<p>Homomorphic Encryption enables secure computation over encrypted data without requiring decryption, making it vital for preserving privacy in untrusted environments. In multi-owner scenarios, two main techniques exist: Multi-Key FHE, which allows distributed key generation but suffers from ciphertext expansion, and Multi-Party FHE, which maintains ciphertext compactness but requires interactive and complex key generation. This paper proposes a dynamic Multi-Party FHE scheme featuring non-interactive key generation and support for dynamic participation—enabling new parties to join without restarting the protocol. Our construction combines security, flexibility, and efficiency, making it practical for multi-owner data applications and secure delegation in cloud computing environments.</p>
