摘要

Clinical Governance (CG) is a framework that places patient safety at its centre: delivering the right intervention, at the right time, to the right person—implemented in an evidence-based and measurable way. We outline its origins within the National Health Service (NHS), describe its core elements (Just Culture, education and training, clinical effectiveness, case reviews/audits, risk management, research/transparency), and analyse the current situation in Germany, which is still characterised by fragmented approaches and a lack of systematic integration. CG is understood not as a project, but as an organisational mindset. As a way forward, we propose starting with small “seed” units (e.g. air rescue services) using shared standards, structured case discussions, systematic clinical effectiveness, and digital feedback from hospitals—independent of emergency medical services and air rescue organisations, data-driven, and financially feasible.
