The escalating model of protection and care levels (SVS) of the German Federal Office for Civil Protection (BBK) provides a description of public emergency response in Germany. However, the self-help and neighborhood assistance of the population and international disaster relief have not yet been integrated. This model is now supplemented with SVS 0 (self-help) and SVS V (international disaster relief). In the following, the modified model is applied to emergency medical and paramedic care and supplemented. SVS 0, i.e., below the alert threshold for public emergency response, allows the capacity of the general population to be deployed in a focused manner. In Germany, SVS V offers the opportunity to close known capacity gaps in civil protection. These adaptations help to minimize compatibility problems between different units and raise emergency response planning in Germany to a new level.
