The competent authorities according to state law are responsible for ensuring the health care of the population in the event of civil protection, which the federal government supports with appropriate measures if necessary. The extent of the need for emergency services, which usually goes beyond the regular resources of the emergency services, strongly depends on the cause of the emergency. Preplanning and supply standards require valid data to enable the supplying organisations to integrate into emergency, transitional or reconstruction aid from the outset, as well as to identify any special supply needs.

Which tools are available that allow valid data for assessment and planning of care needs in civil protection?

Research and analysis of appropriate and publicly available care planning tools in the context of civil protection.

There are currently no standardized, freely available demand planning tools with concrete planning suggestions for civil protection. Nevertheless, promising so-called island solutions are available, which can be used as a good planning basis.

Concrete requirements for the accommodation and care of vulnerable groups with care needs are currently insufficiently or not reflected at all in care concepts. A combination of the isolated solutions available in the network would easily allow a standardized use for demand planning.
