Terrorism, rampage, and, increasingly, the possible need for alliance and national defense represent serious challenges for German hospitals. These challenges are currently inadequately addressed or, from a structural point of view, not addressed at all. There are no standards for new hospital buildings to ensure the best possible protection of staff and patients and the maintenance of medical care. It is left to the users and building owners to develop, plan, and implement appropriate structural protection concepts. Funding is not regulated, which is a significant inhibiting factor for implementation. The German Society of Hospital Disaster Response Planning (DAKEP e. V.) states that these circumstances represent a significant deficit that must be urgently addressed. The aim of this statement is to define proposals for a minimum set of structural measures that can increase the safety of hospitals for patients and staff in the event of terrorism and rampage, but also in the case of alliance and national defense.
