Municipality behavior in the adoption of a rate system for household waste collection

After choosing appropriate municipalities for the subject of investigation, we perform a regression analysis to examine the determinants of municipality behavior in the adoption of a rate system for combustible waste collection. As such waste accounts for most household waste, it is rational to narrow our focus to policy instruments for reducing combustible waste. Probit models are constructed by interpreting municipality behavior as random utility maximization. Spatial weight matrices are devised to capture the influence of the operation of a rate system in the relevant municipalities, and a polynomial in coordinates of the municipality is utilized to capture the heterogeneity of the municipalities. Results of our analysis using Japanese data show that a number of socioeconomic factors may serve as the determinants in the adoption of a rate system. It is important to learn that municipality behavior is affected by the operation of a rate system in the contiguous municipalities and the municipalities within the same group cooperating in waste treatment.
