Modellhafte Untersuchung zur nachhaltigen Nutzung der oberflächennahen geothermischen Ressourcen in der sächsischen Landeshauptstadt Dresden

By the end of 2022, 1457 closed geothermal systems with a total approved heating capacity of approximately 17 MW had been registered in the state capital of Dresden. In 15 districts, there were usage densities of more than 180 kW heating capacity per square kilometer settlement area. In view of the political goal to stop using fossil fuels for heating by 2045, a further increase of the usage density is expected.
Geothermal energy is considered a “free for mining” resource under the Federal Mining Act. According to the decree of the Saxon State Ministry of Economic Affairs, Labor, Energy and Climate Protection, from 29/11/2022 for shallow geothermal energy, no mining law permit or approval is usually required for smaller plants. As a result, management of the local geothermal resource lies within the responsibility of the landowners.
Various numerical heat transport models were used herein to investigate the minimum distance at which sustainable operation of closed geothermal systems is possible for the Pleistocene main aquifer and the underlying Cretaceous formations for the typical plant size for Dresden. The model results show that the requirement for sustainable operation, for the sole purpose of heating over a period of 50 years, results in unrealistically large minimum distances, which in turn is inconsistent with intensive use in urban areas. Regarding long-term usage, there is a risk of overexploitation of geothermal energy if it is used solely for heating, while at the same time the density of use is constantly increasing.
Regarding the boundary conditions and expected development outlined above, the authors believe that specific legal requirements are needed that promote regeneration in particular, in order to avoid conflicts of use.
