<p>Municipal heat planning is a&#xa0;legally mandated process for achieving local climate targets in the building sector. This paper examines the extent to which existing municipal heat plans fulfil this function, highlighting the factors affecting their effectiveness in driving the energy transition. An analysis of the planning process and a&#xa0;qualitative study in Bavaria show that heat planning is recognized as a&#xa0;strategic framework; however, its effectiveness is limited by incomplete data, a&#xa0;lack of methodological standards and coordination problems between administration, politics and the energy industry. Clear regulatory requirements, targeted funding instruments and permanent institutional anchoring are necessary for effective implementation. The paper concludes with policy recommendations for advancing municipal heat planning as an integral component of sustainable urban development policy.</p>
