Purpose <p>To develop the Swallowing Function Management Program based on Cognitive Emotion Regulation (SFMP-CER) for patients with laryngeal cancer.</p> Methods <p>We systematically searched the literature on swallowing function management in patients with laryngeal cancer and evaluated their quality. The draft of the SFMP-CER for patients with laryngeal cancer was designed based on the Common-Sense Model of Self-Regulation theory. From January 2025 to February 2025, Delphi experts interviewed 16 experts from three provinces (cities), including Beijing, Shaanxi, and Fujian, in two rounds, and the final draft was designed.</p> Results <p>The effective recovery rates in two rounds of expert consultation were 93.75% and 93.33%, respectively. The expert authority coefficients in the two rounds were 0.79 and 0.81, respectively. The importance and feasibility of Kendall’s harmony coefficient were 0.063, 0.125 and 0.094, 0.169 in two rounds, respectively. The SFMP-CER included five first-level items, 11&#xa0;second-level items, and 14 third-level items.</p> Conclusions <p>The SFMP-CER is scientific and reliable and will serve as a reference for patients with laryngeal cancer to improve their swallowing function and quality of life.</p>
