摘要

Globally, 60 million people require palliative care, yet nearly 80% live in low- and middle-income countries, where only 14% have access. With demand projected to double by 2060, developing nations face an urgent need for solutions adapted to resource and cultural realities, rather than replication of high-income models. Drawing on Kazakhstan’s recognized experience, this commentary outlines three feasible, evidence-based strategies. Improving palliative care in resource-limited settings requires political commitment, integration into health policy, workforce capacity-building, and streamlined regulation, supported by international collaboration. Prioritizing family caregiver empowerment, mobile outreach, and access to essential opioids offers a practical path toward compassionate, sustainable palliative care systems that reduce suffering and uphold dignity at the end of life.
