<p>Extreme weather events are increasing in frequency and intensity across Central Europe, posing significant challenges particularly for small and mid-sized catchments. The Interreg Central Europe project <i>LOCALIENCE</i> addresses this issue by developing participatory approaches to strengthen local resilience and to enhance the ability of communities and authorities to respond to flood events.</p><p>In the Austrian pilot region, the Sulm catchment in southern Styria, a&#xa0;locally configured flood early-warning system was developed. The system combines real-time measurements with a&#xa0;hydrologic-hydraulic modelling chain based on a&#xa0;spatially distributed rainfall-runoff model and a&#xa0;two-dimensional hydraulic model, coupled through an operational workflow software. It provides spatially detailed forecasts and tailored warnings. Requirements regarding visualization, warning logic and user-friendliness were identified through several stakeholder workshops and integrated into the system’s development. Transnational peer reviews and training activities further supported methodological exchange and knowledge transfer.</p><p>The <i>LOCALIENCE</i> project demonstrates that effective flood early-warning systems require not only advanced technological components, but also early and continuous involvement of local stakeholders to ensure acceptance, practicality and long-term sustainability. The project also highlights the importance of cross-regional exchange for the scalability and interoperability of such solutions. Future steps include extending the developed early-warning system to additional catchment areas and integrating nature-based solutions in the Sulm catchment.</p>
