<p>The paper analyses the growing importance of biogenic waste and residues as key resources in the transition towards a&#xa0;climate-neutral circular economy. Given the persistently high levels of resource consumption and the limited availability of land and biomass, the waste management sector emerges as a&#xa0;pivotal actor in achieving Germany’s 2045 climate targets. For decades, it has been one of the most successful sectors in reducing greenhouse gas emissions while providing essential secondary raw materials and energy carriers.</p><p>The focus lies on the material and energetic utilization of biogenic residues as a&#xa0;contribution to the bioeconomy and as a&#xa0;source of “green” carbon for industrial processes. Sustainability, efficiency, and system integration are identified as key prerequisites. The text highlights the need for cascade and coupled use concepts as well as technologies that enable negative emissions. The discontinuation of the National Biomass Strategy (NABIS) in 2025 and the planned integration of its content into an updated National Bioeconomy Strategy illustrate a&#xa0;political realignment in the governance of biomass resources.</p><p>For the waste management sector, this entails new areas of responsibility: exploiting untapped biogenic potentials, optimizing material flows, and strengthening cross-sectoral links with energy and industrial policy. In doing so, the sector can make a&#xa0;substantial contribution to defossilization and resource efficiency within a&#xa0;circular bioeconomy.</p>

The paper analyses the growing importance of biogenic waste and residues as key resources in the transition towards a climate-neutral circular economy. Given the persistently high levels of resource consumption and the limited availability of land and biomass, the waste management sector emerges as a pivotal actor in achieving Germany’s 2045 climate targets. For decades, it has been one of the most successful sectors in reducing greenhouse gas emissions while providing essential secondary raw materials and energy carriers.

The focus lies on the material and energetic utilization of biogenic residues as a contribution to the bioeconomy and as a source of “green” carbon for industrial processes.
