Institutional barriers to food security: An intelligent fuzzy decision making model

Food security and sustainability are significant global challenges. Food security occurs when individuals have consistent access to adequate, safe, and nutritious food that fits their dietary requirements and allows them to live an active and healthy lifestyle. The difficulty of this issue stems from the employment of multi-expert decision-making (DM) techniques, which have emerged as a significant and challenging study area in recent years. In this situation, decision-makers must make speedy yet reliable evaluations, as incorrect decisions might lead to huge economic losses and civil upheaval. As a result, the ability to effectively navigate this terrain is crucial for addressing the many dimensions of food security and promoting long-term solutions. To effectively address the urgent issue of food security, this paper suggests a novel approach: a hybrid TOPSIS algorithm that incorporates the innovative concept of q-rung orthopair fuzzy rough (qROFR). This method is particularly useful when the weights of decision-makers and criteria are unclear. The paper also includes a unique list of qROFR Einstein aggregation information (AgInf), as well as a thorough description of the essential aspects of the newly constructed aggregation operators (AgOps) and the qROFR entropy measurement. These components contribute to the determination of decision-makers’ unknown weight information and criteria weights. Furthermore, an algorithm is presented to navigate the uncertainties inherent in food security, allowing for the formulation of reliable and rational decisions to improve food sustainability. Using the proposed list of qROFR Einstein AgInf and an extended TOPSIS methodology, the paper ranks various food security strategies based on five key drivers: socioeconomic, economic, political, environmental, and disaster and crisis factors, determining the best course of action. Finally, the paper presents an example scenario based on Pakistan’s food security analysis, shedding light on the country’s pertinent difficulties in this area. The findings back up the proposed methodology’s efficacy and practicality, demonstrating its potential to make a significant contribution to addressing global food security challenges.
