<p>The grid-following converter's voltage and phase-locked loop (PLL) controllers have the response time in the hundreds of milliseconds, leading to the dynamic interaction in low-frequency range. For quantitatively evaluating the oscillation, the unified amplitude-phase model for grid-following converter was established, calculating the damping of converter and dynamic interaction between controller. The system stability under the variations of short-circuit ratio (SCR) and controller parameters is evaluated, which provides parameter selection range. Simulation and experimental were established to verify the response of amplitude-phase model. The results indicated that in active power control, converter exhibits weak damping. The interaction among controllers is enhanced in the frequency of 0–15&#xa0;Hz, which is corresponding with control modes. The bandwidth of the PLL aims to improve the damping of the converter, and its selection is related to the converter capacity.</p>
