<p>The conception of the International Electrotechnical Commission (IEC) 61,850 standard enabled a modern trend toward the replacement of traditional protection system equipment with virtual intelligent electronic devices (VIEDs). Because of these technological advances envisioned for future smart grids, modern laboratories for training professionals and undergraduate students are necessary. Considering this new scenario, this work introduces a testbed for the assessment of protection, automation, and control functions in terms of a hands-on and interactive environment that can emulate a smart substation. The test setup comprises a merging unit (MU), physical intelligent electronic devices (IEDs), and VIEDs integrated into a supervisory control and data acquisition (SCADA) system connected to a local area network using IEC 61850-based communication protocols. The design of a VIED is addressed in detail, aiming at assessing the instantaneous overcurrent protection, logic selectivity, differential transformer protection, and circuit breaker failure for an integrated VIED with physical IEDs and the SCADA system. It is also effectively demonstrated that the generic object-oriented system event, sampled value, and manufacturing message specification protocols can be used to establish horizontal communication between conventional devices and VIEDs, as well as vertical communication between IEDs/VIEDs and higher-level entities. Another distinguishing aspect is the possibility to test physical devices from different manufacturers using a single laboratory stand.</p>
